There are many anime villains and heroes who try to keep innocent civilians out of their fights, especially if these fights involve personal grudges or if the characters follow particular codes of honor. However, many villains care nothing about who they hurt as long as they achieve their goals, no matter who opposed them.
From Maverick working with Ouroboros to boost Hero TV’s ratings despite this leading to people being terrorized by powered-up villains, to the Death Busters taking the Pure Hearts of innocent people, these villains stopped at nothing to reach their goals, no matter who or what they hurt in the process.
10 Albert Maverick Supplied Ouroboros With Technology To Terrorize People For The Sake Of Good Television (Tiger & Bunny)
Albert Maverick went behind Barnaby’s parents’ backs and supplied the evil organization Ouroboros with their technology in exchange for villains to appear in Hero TV’s episodes. This gave Ouroboros an even bigger chance of terrorizing more people, but it also supplied Hero TV with more intriguing villains to watch.
Even if it did lead to a huge monetary gain for Maverick, this also meant that there were villains constantly scaring and terrorizing the innocent civilians in the city, forcing them to rely on heroes more than they needed to if Maverick did not go through with such a deal. Maverick additionally murdered Barnaby’s parents and altered Barnaby’s memories so he would not be able to remember the true killer until years later.
9 Mana Sent Out Demons To Terrorize People And Lure Out Her Real Target (Princess Connect! Re: Dive)
Mana took over Princess Eustiana’s kingdom and further tried to take her life. However, these assassination attempts on Eustiana, also known as Pecorine to the rest of the main cast, were not just limited to harming her alone. Mana released strange, shadowy demons out into the world to terrorize other villages and townsfolk to draw out Pecorine.
Since Pecorine herself was so altruistic and willing to help people, she and the rest of the Gourmet Guild were often lured out by these assassination attempts disguised as villages and other people in need of help. Additionally, some of the civilians were possessed by the demons briefly, much to the horror of fans.
8 Giovanni Willingly Tested Mewtwo’s Powers On Innocent Trainers’ Pokémon (Pokémon)
During Pokémon’s first movie, Giovanni willingly used Mewtwo to his advantage by testing his powers on innocent trainers’ Pokémon in their gym. Gary Oak was among the many trainers who lost to Mewtwo’s incredible psychic abilities and had their Pokémon gravely injured, as noted both during the movie and during one episode when Ash went to challenge Viridian City’s gym.
However, Mewtwo realized that Giovanni was trying to use him early on and escaped to New Island to plot to destroy all humans. Giovanni did not forget Mewtwo, however, and tried to take the clone Pokémon for himself again in Mewtwo Returns.
7 Toue Tried To Brainwash Everyone In Midorijima (DRAMAtical Murder)
Harming the innocent by taking over their minds was a major part of Toue’s plans in DRAMAtical Murder. Though it was somewhat unclear what Toue’s plans are or why he did such a thing in the original visual novel, the anime adaptation more cohesively explained that Toue wanted to create his form of paradise by using his resort, Platinum Jail, to ensure everyone’s happiness. However, many fans noted that his actions, including killing Mink’s entire clan and trying to brainwash everyone in Midorijima, completely contradicted such a goal.
6 Freya Willingly Loosed Several Monsters From An Arena To Kill Hestia And Caused Tons Of Property Damage (Is It Wrong To Try To Pick Up Girls In A Dungeon?)
In an attempt to take the swordsman Bell Cranel for herself, Freya willingly loosed several monsters from an arena to kill Hestia. The rampaging monsters caused tons of property damage, terrorized all of the arena attendees, and hugely inconvenienced the Ganesha Familia just trying to host some fun arena activities. One of the monsters also nearly killed Bell in the process while he was trying to protect Hestia, but he thankfully survived the battle and even defeated the monster by himself.
5 Flatorte Disrupted An Entire Dragon Clan’s Wedding Reception (I’ve Been Killing Slimes For 300 Years And Maxed Out My Level)
Though Flatorte was part of the Blue Dragon Clan and therefore opposed the Red Dragon Clan that Laika and her sister came from, Flatorte did not have to necessarily disrupt Laika’s sister’s wedding reception. Not only did she crash the party, but she and the other dragons with her started fighting with all of the red dragons present.
Thankfully for both clans, Azusa stepped in and promptly beat Flatorte in a battle to end the fighting sooner than later. She also forced the two clans to sign an official peace treaty while also making Flatorte pay for all of the damages involved. Though Flatorte was only a short-lived villain, her willingness to attack her opponents during a wedding reception seemed a bit extreme to some fans.
4 Yukino Willingly Sabotaged A Baking Tournament’s Semifinals And Helped St. Pierre Take Over Pantasia (Yakitate!! Japan)
Though Yukino Azusagawa was one of the three granddaughters of the owner of the bakery Pantasia, she willingly sided with rival bakery St. Pierre to take over Pantasia halfway through Yakitate!! Japan. She resented Tsukino for being the daughter of a mistress and did everything she could to stop her from becoming Pantasia’s successor.
Yukino’s actions included getting Kanmuri to create an endoprotease to destroy Kawachi’s dough during the Pantasia Newcomers Tournament’ semifinals match and also blowing up Kanmuri’s lab when he failed to beat Azuma in the finals.
3 Dartz Took The Souls Of Anyone And Everyone Possible (Yu-Gi-Oh!)
Dartz used the Seal of Orichalcos to take other people’s souls, and even created the organization, Doma, to further achieve this. His ultimate goal was to awaken the Great Leviathan to destroy the entire world and rebuild a new one.
Many fans noted that Dartz’s actions completely contradicted his otherwise noble goals, since so many people and Duelists, Yugi Muto included, had their souls stolen and were terrified at such a thing happening. Additionally, the people who used the Seal of the Orichalcos cards and part of Doma were not completely immune, either; if they lost the duel while using the Seal of Orichalcos, they would lose their souls in the process.
2 Meruem Tried To Turn An Entire Nation Into His Own Army (Hunter X Hunter)
Meruem, as the Chimera Ant King, tried to take over an entire nation and turn all of the people there into Nen-using soldiers for his army. He did not care who he hurt, whether it be killing the nation’s leader at the time or destroying civilians, as long as he reached that goal. Thankfully for this same nation of people, Gon and the other Hunters did eventually defeat him. However, the cast suffered major casualties in the process, including Chairman Isaac Netero dying during his battle against Meruem.
1 The Death Busters Tried To Take Innocent People’s Pure Hearts (Sailor Moon)
The Death Busters tried to take innocent people’s pure hearts to awaken the Messiah of Silence, Mistress 9, and virtually destroy the entire world. Sailor Moon and her fellow Scouts were victims of a few attempts, but many innocent civilians were otherwise targeted. Each of these victims ranged from everyday townsfolk to a few high-profile celebrities such as famous actors. The students of Mugen Academy were also targeted during a mass Pure Heart-stealing attempt in one episode, and Chibiusa herself lost her Pure Heart after Kaolinite kidnapped her.
