Star Wars: Why the Most Elite Clone Troopers Weren’t Raised on Kamino

Like all militaries, the Clone Troopers had various specialized units within the Grand Army of the Republic. Each clone was born and raised on Kamino, where they would train with their brothers and join their fellow regs or find their place in other units. One of the best examples of this was the Republic Commandos, who took on more difficult missions, or the Bad Batch, who were more covert and took on special operations. But while most of these units were trained on Kamino, others received special training off-world.

While not shown as much as the regular Clone Troopers, Shock Troopers were equally skilled soldiers taken from Kamino and secretly trained on Coruscant. They’re identified through their red and white armors instead of the traditional white or other colors that indicate a different legion. According to Star Wars: The Complete Visual Dictionary – New Edition, they were taken from Kamino to undergo specialized training. The Dictionary states, “They were trained as an urban security force, specializing in crowd control and close-quarters combat.” As a result of their training, Shock Troopers acted more like police officers than soldiers. However, their training on Coruscant was designed to do more than get them acquainted with city life.

Training these troopers on Coruscant made it possible that they saw the planet as their home, more so than Kamino. Like any person, this allowed them to have no issues with doing whatever is needed to defend their home and, by extension, Chancellor Palpatine. The dictionary further elaborates on the implications of their presence by adding, “Replacing the Senate Guard that was responsible for protecting government buildings and officials, they are a symbol of Supreme Chancellor Palpatine’s growing executive power.” Palpatine wanted the masses to see that his methods worked better than what came before. As a result, he had the same police protecting the city, also protecting him. These small acts helped win over the hearts and minds of the people, making his transition to Emperor even easier.

Shock Troopers were also sent to other planets to police them, using the same methods as Coruscant. In a way, their galactic presence showed uniformity within policing across the galaxy that primed other planets for similar Imperial rule. Their efficiency also helped ensure that very few would be able to stand a chance against them when the time came for a takeover. This is best shown during the events leading up to and during Order 66. When Ahsoka is wrongly convicted of bombing the Jedi Temple in Star Wars: The Clone Wars, the young Jedi is forced to go on the run. Hot on her heels was none other than the Shock Troopers who chased her down into the city’s lower levels and treated her like nothing more than a criminal. Similar ruthlessness is shown during Order 66 when the Clones storm the Jedi Temple and gun down the same allies they tried to aid during the terrorist attack.

While their loyalty is without question, their actions also open the door for conspiracy. To begin, as the military police of Coruscant, these troopers knew the ins and outs of every aspect of the city, including the Jedi Temple. This meant that when it was time for the Empire to take over, policing the planet wasn’t a problem. Furthermore, there was nowhere for the Jedi to hide since the clones knew the area so well. Their fierce loyalty to the Chancellor also presented the theory that at least one Shock Trooper commander may have known about Palpatine’s plan years before it was enacted.

Shock Troopers could potentially be the most untrustworthy unit in the clone army due to how close they were to Palpatine. But their loyalty to the Chancellor was all by design as there is a chance they would never have felt as tied to Coruscant and its leader if they were trained on Kamino. Palpatine knew that in order to seize power, he would have to strike hard and fast at the right moment. To do that, there needed to be an army that was trained to tackle the unique challenges pertaining to a hostile takeover. As a result, the Shock Troopers were taken from their home and trained to become ruthless followers of a power-hungry leader.
