Kabuto was one of the strongest villains in the Naruto universe and among the few antagonists to have survived by the conclusion of the series. Having mastered all of the powers of the Sound Village to supplement his own strength, he is a frighteningly capable individual notorious for the harm he can inflict.

Naruto wields greater strength than the Fourth Raikage and durability to match. He was capable of withstanding dozens of deadly attacks from Sasuke Uchiha, ones that overshadow Kabuto’s most staggering jutsu.
In order to avoid the scientist’s sonar, the Hokage could smother him with hundreds of shadow clones produced by his fathomless chakra reserves. The might of his Rasengan could obliterate him expediently with consistent applications, given that even one was enough to pacify him during their first encounter.
8 COULD BEAT: Orochimaru Is Outdated By Comparison
Orochimaru is completely outclassed by his former student for the fact that many of his jutsu now belong to him. Kabuto studied his carcass and that of the Sound Five after their defeat, familiarizing himself with their abilities and harnessing them in battle.
As a result, though the fallen Sannin may have a considerable advantage in experience, he would not be able to answer for his pupil’s even more impressive arsenal of skills. The disparity in their power would be further exacerbated if they both introduced Edo Tensei thralls, as Kabuto has proven to command greater numbers with better fluency.
7 WOULD LOSE TO: Kaguya Could Disintegrate Him With A Bone Spike
Regardless of the enhancements Kabuto has made to his body, he still lacks the comparative physical brawn that would be essential to resisting Kaguya’s gravity field. Once he has been completely paralyzed, she could produce a bone spike to disintegrate his entire body as she had done to Obito.
Considering that her attack cannot be reversed once it has commenced, no amount of healing would be able to save Kabuto from the brink of death. Moreover, he could not use his sonar against her since she defines the location of their battle.
6 COULD BEAT: Sasori’s Poisons Are Irrelevant Against A Master Medical Ninja
Sasori’s poisons were severely debilitating and nearly claimed Kankuro’s life. However, Sakura was able to create an antidote and prevent him from succumbing to it.
Considering that Kabuto is at least on par with Haruno’s skill level and has espionage resources scattered across the world, it follows that he should either know the antidote or simply not be as affected by the Akatsuki’s poisons before defeating him. He could achieve his victory by crushing the man with Jirobo’s earth or skewering him with Kimimaro’s spikes.
5 WOULD LOSE TO: Minato Has The Tools To End The Fight In Seconds
Kabuto’s sonar and spike defenses make it a necessity for his adversaries to defeat him quickly if they hope to succeed at all. Fortunately for the Fourth Hokage, his jutsu fulfills both criteria.
Unlike A, his speed is predicated on the tags he leaves on the ground, allowing him to assail the scientist from any number of unpredictable locations. Given the caliber of his Rasengan, he would only need a single successful ambush in order to bypass Kabuto’s defenses and destroy him before he can heal.
4 COULD BEAT: Hiruzen Would Face The Same Shortcomings He Did Against Orochimaru
Hiruzen Sarutobi was an enormously powerful shinobi and the Third Hokage of the Leaf. However, much of his jutsu lacked the striking power necessary to puncture Kabuto’s defenses and kill him before his body can mend his wounds.
Though Enma would be a valuable asset in his battle, the Monkey King would be forced to contend with Kabuto’s own summoning from Tayuya’s jutsu. This would force him to fight the scientist without assistance, a battle he is unlikely to win given the prowess his enemy displayed against both Itachi and Sasuke simultaneously.
3 WOULD LOSE TO: Killer Bee’s Tailed Beast Bomb Is Devastating
Killer Bee displayed similar prowess to Kabuto in battle, fending off Sasuke and his allies at the same time. However, his sword technique and the strength behind the Eight-Tails alone could not decisively end the scientist before his wounds were mended.
However, the Jinchuriki is not without a solution. By casting a Tailed Beast Bomb, he would devastate the entire area, disintegrating whatever bone defenses Kabuto could summon against him and reducing his body to dust.
2 COULD BEAT: Sakura Doesn’t Have The Skill To Defeat Kabuto
Sakura is decently equipped to defeat Kabuto. Her strength could hypothetically crush his bones before he might heal, and her own rejuvenation properties would ensure that the battle is not concluded prematurely.
However, Haruno’s regeneration is finite through the chakra stored in her forehead, whereas Kabuto draws energy from the area around him. As a result, he has a massive advantage in endurance and could outlast her in a prolonged fight. Moreover, he could produce bones as hard as steel that might decapitate the kunoichi, providing a serious problem since she does not carry any weapons to parry him with.
1 WOULD LOSE TO: Onoki Can Create Distance & Use Particle Style
Onoki is a perfect counter for Kabuto. When concentrated in a cube, his particle style can envelop a considerable radius, consuming everything caught within it. Even with Kabuto’s enhanced defenses and regenerative properties, he could not hope to heal from the effects of his foe’s attack.
Moreover, the Tsuchikage could create distance between them by taking flight, rendering most of the jutsu in his villainous opponent’s toolkit obsolete. Should Kabuto have the fortune of closing the distance, a single graze from Onoki would weigh down his body, exploiting his comparatively unimpressive physical strength and rendering him vulnerable for the finishing blow.
