Jonathan Crane is a professor who created a chemical that caused an extreme fear reaction and became the Scarecrow. He might not be Batman’s strongest villain, but his toxins are incredibly vicious. The chemicals, which he developed by testing them on college students, bring out the victim’s greatest fear and cause horrific hallucinations. There are few things crueler in nature than Scarecrow’s primary goal: using fear to destroy his victim’s sanity, driving them insane. 9 Professor Pyg Is A Deranged Scientist
Professor Pyg, created by Grant Morrison and Andy Kubert, is one of Batman’s strangest and creepiest villains. A demented scientist, Professor Pyg is obsessed with the myth of Pygmalion and the idea of physical perfection (an interesting choice for a man in a pig mask).
His obsession leads him to kidnap people, horrifically transforming them into “Dollotrons.” He also created a drug that mimicked Alzheimer’s disease. Professor Pyg’s ambition to deprive people of their sanity makes him one of Batman’s darkest enemies.

Bane’s ferocity and ruthlessness have influenced his reputation as one of the best-known Batman villains. He is no stranger to violence, committing murders since he was a child. Hugo Strange is a classic Batman villain and has been around for a long time. His willingness to manipulate heroes and villains alike to get what he wants is further evidence of his cruelty.
6 Victor Zsasz Is A Serial Killer
Although Victor Zsasz is one of Batman’s lesser-known villains, he remains one of the scariest. Created by Alan Grant and Norm Breyfogle, Zsasz is one of the most prolific serial killers in Gotham’s history. To keep track of all the murders he has carried out, he makes a mark on his body for each of his victims.
After he’s killed them, he also enjoys putting his victims in weird, lifelike poses. He’s been especially hard for Batman to track down, as apart from the posing, he has no standard method for his violent killings. What makes Zsasz so scary is that he believes life is just a cycle of pain and that by killing, he is releasing his victims.

He also shot, assaulted, and paralyzed Barbara Gordon to get at her father, Commissioner Gordon, in The Killing Joke. Joker’s sinister reputation is beyond question.

The Batman Who Laughs is a lethal and terrifying villain who comes from an alternate world where Bruce is infected by toxin after killing The Joker. The Batman Who Laughs has the same intelligence as Batman with the Joker’s cruel streak. The Batman Who Laughs has killed more people than the Joker ever has — murdering his world’s version of the Court Of Owls, the Justice League, and the entire Bat-Family.
3 Ra’s Al Ghul Has His Sights On More Than Gotham
Most of Batman’s villains concentrate on violent crime in Gotham, but Ra’s al Ghul is different. He’s intelligent, operates as an assassin, and has much loftier goals than going after Gotham. Ra’s al Ghul has his sights set on an international level. Sick of humanity, he wants to commit genocide and restart the world. This sets Ra’s al Ghul apart from the rest of Batman’s villains. Raised by parents obsessed with wealth and social standing, Black Mask became obsessed with masks. After murdering his parents, he inherited his family fortune and took on a new identity.
Black Mask carved his first mask from his father’s casket. He has never turned to the wacky outfits or camp antics that define much of Batman’s rogues gallery. Instead, Black Mask’s violent and sadistic nature made him a leader in Gotham’s crime world.
1 The Mad Hatter Is Just Looking For His Alice
The Mad Hatter, Jervis Tetch, suffers from a condition that prevents him from physically maturing. When doctors put him on testosterone-enhancing drugs, it tragically altered his mind and rendered him insane. Jervis Tetch became obsessed with Alice In Wonderland by Lewis Carroll and took on the identity of the Mad Hatter.
Determined to find his own “Alice,” Mad Hatter created a mind-altering device that forced young women to play out the part of Alice. Whenever he can’t find a suitable Alice, he violently lashes out against everyone in Gotham. Mad Hatter’s frightening use of mind control makes this often overlooked villain one of the creepiest around.
