Over the past several months, Spider-Man did everything he could to keep the Lifeline Tablet out of Kingpin’s hands. However, Boomerang betrayed him and took the tablet to Wilson Fisk, who then used it to resurrect his son, Richard Fisk, better known as the criminal mastermind the Rose.
As he does all this, Spider-Man brooded about this betrayal and failure. That didn’t last long though, and soon his former teammates in the New Avengers wanted to talk to him about The Rose. These heroes decided something needed to be done, and Luke Cage exclaimed that they needed to step up and stop Fisk once and for all.

Wilson Fisk sent all of the crime lords in Manhattan looking for Boomerang and the Lifeline Tablet. The Kingpin even offered them a chance to escape arrests, detainment or questioning if they retrieved Boomerang or the Lifeline Tablet, but it was all for naught. Fisk had Boomerang in his pocket the entire time. However, Spider-Man never expected that Kingpin would not resurrect his beloved wife Vanessa Fisk and instead resurrect his son, whose death drove Vanessa to the end of her life.
As Spider-Man concluded, bringing back Vanessa Fisk might not have been so bad, since she wasn’t really a villain in the traditional sense. However, the Rose’s return is terrible news for everyone. Jessica Jones called him “a walking disaster, pure chaos.” The heroes reacted in shock to Richard Fisk’s resurrection because he tried to kill his father many times over, but they all agreed on one thing. Wilson Fisk, as the Mayor of Manhattan, is out of control. Fisk has the law enforcement at his disposal. He allows criminals to run free on the streets as long as it stays out of the public eye. Fisk even controls Ravencroft Institute from a distance, giving him access to any bad guys he needs. Kingpin proved this when he brought in The Spot to capture Kindred.
The longer he remains in control and left to his own devices, the worst the city gets. As his power grows, he seems to get more brazen in his actions, with teams of heroes now needed to address incidents that formerly only required the attention of singular heroes. While the nemesis Daredevil can usually help keep him in check, he is in jail and unable to help. Even in prison, Kingpin attempted to kill Daredevil more than once, showing the depths of his immorality.
Luke Cage impressed upon his New Avengers alumni that there are few people who can stop Wilson Fisk and said it is time they did something about it. The special thing about the New Avengers is they are street-level heroes. When they formed, Captain America agreed it was important to have heroes work outside government control, keeping people safe while the big guns dealt with world-threatening events. Stopping someone like Wilson Fisk means eliminating criminals on the streets and taking out the crime lords he uses. It won’t be easy, but Spider-Man and the New Avengers have decided they are the only ones who can stop Marvel’s most famous Kingpin of Crime.
