The Naruto franchise takes place in a world filled with ninja, and the story mainly focuses on a group of young ninja who calls the Hidden Leaf Village in the Land of Fire their home. Leaf ninja are known for being especially skilled, and the village has produced some of the series’ strongest shinobi, but other villages have produced exceptional shinobi.

The Hidden Cloud Village is located in a tall mountain range in the Land of Lightning, and the majority of the village’s ninja are known for using some form of Lightning Release in battle. Every Cloud village shinobi has some skill level—but there are certain shinobi who stand above the rest.

10 Dodai Was A Trusted Advisor Capable Of Lava Release

During the Fourth Great Ninja War, Dodai was part of the 4th Division, which means that he faced off against four resurrected Kage and Madara Uchiha, but he also spent two decades assisting the last two Raikage. He was so skilled that he was able to react to the 3rd Raikage’s superhuman speed.

Dodai was able to use Lava Release to create a durable, rubber-like substance that was strong enough to absorb the massive meteorite impact that Madara dropped on the entire division.

9 Samui Is A Skilled Jonin Who Took On Ginkaku & Kinkaku

Unlike her teammates, Samui was very calm and mature, and these traits caused the 4th Raikage to view her as a valuable and trusted shinobi. She was a Jonin, which means that she was an exceptional shinobi, and she was responsible for assembling the Allied Shinobi Forces’ Surprise Attack Division.

8 Omoi Is A Skilled Swordsman Who Was Trained By Killer B

Omoi is a very cautious person who tends to get lost in his own thoughts, but he is also an exceptionally skilled shinobi whose skills have been praised by Kakashi and the 4th Raikage. He may not be amongst the series’ strongest swordsmen, but he is still capable of going toe-to-toe with one of the Mist Village’s acclaimed Seven Swordsmen.

Omoi was trained in sword fighting by Killer B, and by the time he reaches adulthood, he is capable of creating afterimages of himself. In the new era, he serves as the 5th Raikage’s personal aide and bodyguard.

7  Toroi Was Able To Use The Extremely Rare Magnet Release

Edo Tensei is labeled a forbidden jutsu because the user uses living sacrifices to resurrect dead shinobi. The Fourth Great Ninja War featured dozens of reanimated ninja, including a famed Cloud Village jonin named, Toroi.

Toroi possessed Magnet Release, a sporadic chakra nature that allowed him to generate a magnetic force. He tended to use Magnet Release in tandem with his signature square-shaped shuriken, and he could create a magnetic field around anyone they touched, and he used that field to pull enemies towards him.

6  Darui Went On To Become The 5th Raikage

Darui may have been weaker than the 3rd Raikage, but he was still held in high regard, which is why the 3rd decided to pass the Black Lightning Release only to him. He was so skilled that he served as the 4th Raikage’s personal bodyguard, and during the Fourth Great Ninja War, he wiped out dozens of White Zetsu by himself.

Only the strongest ninja are capable of becoming a Kage, and it usually means that they are the strongest shinobi of their generation and years after the war, Darui was named the 5th Raikage.

5  Yugito Was The Two-Tails’ Jinchuriki

The Cloud Village was lucky enough to get two Tailed Beasts, including the Two-Tails, and her last Jinchuriki was a female ninja named Yugito Nii. Yugito was a Jonin, which means that she was an incredibly skilled ninja, and even Killer B looked up to her.

She managed to corner Hidan and Kakuzu when they came after her, and they managed to defeat her even though she released the Two-Tails. If it weren’t for Hidan’s immortality and curse, she would have likely killed both of them.

4  The Gold & Silver Brothers Took On The Nine-Tails & The 2nd Raikage & Hokage

Ginkaku and Kinkaku were known as the Gold and Silver Brothers, and they were a villainous duo of Cloud Village ninja who was resurrected during the Fourth Great Ninja War. They were distant relatives of the Sage of Six Paths, which is why they could both use his ancient relics.

The brothers attacked The 2nd Raikage and Hokage while they were signing a peace treaty, and both Kage left the incident injured, with the Hokage being brought to the verge of death.  They even tried to capture the Nine-Tails, but they were swallowed instead, and they managed to survive by eating some of its flesh, which is why they can use the power of a Jinchuriki.

3  Killer B Had The Power Of The 8-Tails

Killer B is the 4th Raikage’s adoptive brother, and he developed a unique fighting style that allows him to use seven swords at once. B is also the Jinchuriki of the 8-Tails, but unlike most Jinchuriki, he has an actual relationship with his tailed beast, allowing B to use the full extent of the beast’s power.

He faced off against the 4th Hokage and was praised by him, and he faced Sasuke Uchiha, who he nearly killed twice. He even went up against several reanimated Jinchuriki and the Ten-Tails.

2  The 4th Raikage Was The Fastest Shinobi Alive

A became the 4th Raikage when he succeeded his father, and although some fans consider him to be one of the worst Kage, no one can deny his strength. He had such mastery of Lightning Release that he could amplify his physical strength and speed by encasing his body in lightning chakra.

When the 4th Hokage died, A was considered the fastest shinobi in the world, to the point that even the Sharingan could not keep up with his movements, and he is capable of punching through a Susanoo’s armor.

1  The 3rd Raikage Was The Strongest Shinobi In The Village’s History

The 3rd Raikage may not have been as fast as his son, but he was certainly stronger than him. In fact, he is considered to be the strongest shinobi that the Cloud Village has ever produced. Like his son, he was able to cover his body in a layer of lightning chakra, and he was able to focus this lightning into his fingers, which allowed him to cut through virtually anything.

He was able to fight a rampaging 8-Tails alone, and that battle ended in a tie, but he ended up receiving a self-inflicted wound when he accidentally collapsed onto his own lightning-infused hand. He even took on an army of 10,000 ninja by himself.
